Minimum oil delivery requirements are in place to keep the costs of delivery down. What these requirements mean is that you will have to order a certain amount of oil before the delivery will be made. For example, a service may require that you order at least 100 gallons before they will make a delivery. In some situations, the service will deliver a smaller amount of oil but may have a higher-than-usual service charge because of it. 

Is it possible to get emergency heating oil if you are completely out?

The service will measure your typical usage for a few weeks and then automatically deliver oil to keep your tank filled. If you enroll in this type of automatic service, you will likely pay a bill from month-to-month to cover the costs of the oil and delivery. This may be billed after the fact, but may also be billed in advance to ensure the costs are covered.
